I'm writing you to explain what i think and what we can do to solve the problem.
Maybe it is better to write and not to speak at the telefon because maybe we'll start shouting and i don't like this.
First of all, i feel very sad about the situation and don't like it all!
For us everything was ok and now in a sudden everything runs into worse, we both Jens and me don't like it and are very unhappy.
So we searching for help, in form of talking to many people (friends and neighbours, german people which are living here and portugues) as we now and talk to people who knows about such things ( lawyer, socialisador).
Then we decided what to do.
First of all you are responsible for the fatura, it is in your name!
I was telling you, that we like to have it our name but you told me no, you don't like we do it in this way.
I will pay the fatura in the way what we use.
But we didn't use 187 kubimeter of water in one month.
So we will not pay this huge amount of water.
The problem is also that there is the second apartment and the access in Manuels storage house.
You must do contadors inside these seperate annex because we can not seperate the consumo, and i don't pay for everybody.
When we move in the house, you ask me if i can pay the bill of the electricity what Manuel uses from the house where we live in, and i accept it.
But you don't tell me that he also has access to the Water and that i also pay his Water bill. And this i will not accept, because you didn't ask me about this.
So i want the bills will be seperated, it is my right as a tenant that i only pay what i use and for Manuel or for your son when he wants to come and stay in the apartment.
And you told me the last time that he wants to come maybe with his friends to the apartment.
Second you cannot proof that this with the waterbill will not happen again.
I was searching an thinking of this problem all the time and i was willing to find a solution.
You just said, everything now is normal, ok just pay the bill and everything is fine.
But what you forget is that this your house and you must take care of it. You must find the problem why this happen with the water.
Very strange is that it happens when we where not there!
And my children swear that they did not use much water or they do anything wrong.
Somebody (a german friend) was counting for me. This huge amount of water can happen when a tap is full (and only when its full open) for 8 and 1/2 days - 24 hours. And this time is more or less the time when we were in germany.
Also strange is, when a tap inside the house or outside the house is open you can hear it, because its so loud like a strong waterfall, so you cannot miss the sound especially in the night.
The only tap that you cannot hear when its fully open is the apartment or the storage house from Manuel.
We did not know what's happen, because we weren't there.
But it stopped when we came home, remember the camera came twice to check the meter on the 26.06.19 it was 169m3 and on the 28.06.19 it was 18m3 more, so together 187m3 for one month.
The camera came on the 26th of july and from the 28.06.19 till the 26.06.19 we uses only ca.12m3.
So until now it's not happen again, but what shall we do when this phenomenon happen again?
In the end it's clear: i don't have to pay this bill because i don't use it.
You cannot proof what happened and i am not the only one here which has access to the water.
Of course we uses Water thats why we will pay the normal hight of the bill.
For Example: the highest bill was ca.20 Euro in the last february for the month before. That is what we will pay.
